According to Colonel Makki Salman, Acting Director of the Crime Scene Department of the General Department of Forensic Evidence and Criminology in the Dubai Police, the tendency of the driver to escape from the scene typically makes him suspect of additional offenses, such as driving while intoxicated, no driving license, and other abuses, which cause anyone to leave the traffic violation circle and enter the crime circle.

 

He emphasized that drivers who have roles in hit-and-runs and accidents will never be able to flee since they will be recognized by cameras and other technical methods and tools. All drivers are advised to obey traffic laws, pay attention at all times when driving, and never flee the scene of an accident.

 

According to Dr. Hassan ElHaiss, an advocate at AlRowaad Advocates and Legal Consulting, the UAE government published Federal Law Number 21 of 1995 governing traffic restrictions in the UAE. It emphasizes the penalties for those who commit traffic offenses. The zero-tolerance policy applies to hit-and-run cases and requires all drivers involved in accidents to dial the police as soon as possible. Besides this rule, Article 5 of the Traffic Law requires the driver to hand over all necessary documents of the at-fault car, the other party involved in the collision, any injured parties, and any information regarding the damaged property.

 

If the police were not on the scene of the accident, the driver must notify them within six hours. It is crucial to call the police to protect the victims' rights, and even a minor accident must be reported for the victim to, if necessary, file a civil case. To stop further traffic on the road, the drivers of both vehicles—those who either caused the accident or were hit by the other—must instantly move aside and park their cars by the side of the road. Dial 999 to contact the police for immediate assistance and to request an ambulance be sent to the scene of the accident. It's important to note that you are permitted to capture photos/videos of the damaged vehicle but not of the person inside (without their consent) because it is against cybercrime law.
