Dubai Roads and Transport Authority (RTA) signed an agreement with Emirates Parkings to start impounding vehicles that violate traffic rules. Following the recently signed agreement, the RTA has the complete authority to impound both loaded and unloaded light and heavy motors as well as trailers for breaking both municipal and federal laws. 

Additionally, it has the authority to impound spotted bicycles, food carts, mobile caravans, and boats during field surveillance if they are discovered to be in contravention of the laws.

In the future, duties associated with vehicle impounding will fall under the purview of the following departments:

• Passenger Transport Activities Monitoring Department

• the Right-of-Way Department

• the Rail Right-of-Way Department

• the Licensing Activities Monitoring Department

• the Parking Department

• any other RTA departments 

In November 2022, the Authority finished automating and updating the emirate's public parking machines. They were equipped with touch displays that made it easy to enter car information, issue an e-ticket, and send text messages to mobile phones via the mParking system.

The systems of the two entities are connected as per the agreement to enhance the impounding system. Moreover, it connects them to electronic and traffic systems to allow for the sharing of data regarding impounded vehicles and the applicable fee calculation. The system also keeps track of all the auction records for those motors.

The management of the process of vehicle impoundment is also covered by the agreement, including receiving the vehicles needed for impoundment from their owners or representatives at the vehicle impounding yard. Emirates Parking manages the impounding yard. This includes supplying qualified staff and security cameras.

The agreement also outlines the procedure for releasing automobiles based on the specifics of each one. If a technical traffic infraction led to the seizure, the car will be released after the allotted time has passed and the fee has been paid.

The car will not be released if the technical traffic infraction was brought on by a technological malfunction until the problem that triggered the impoundment has been fixed. Once RTA has paid all outstanding fines associated with the impounded car, it will be released.
